राजद शासन (1990-2005) में बिहार ने आर्थिक पिछड़ापन, वित्तीय कुप्रबंधन और अपराध के चरम दौर को झेला। 2001-05 के बीच बिहार की जीडीपी वृद्धि दर मात्र 2.9% थी, बेरोजगारी और गरीबी चरम पर थी। कर संग्रह में विफलता के साथ-साथ कानून-व्यवस्था भी पूरी तरह नष्ट हो गई थी; महिला सुरक्षा और साक्षरता की स्थिति दयनीय थी, जिसमें राजद नेताओं पर कई गंभीर अपराधों के आरोप लगे। कृषि और ग्रामीण विकास की घोर उपेक्षा हुई, जिससे कृषि योग्य भूमि घट गई। 2005 तक केवल 2006 गांवों में बिजली और 140 उच्च विद्यालय थे। लालू परिवार का वर्चस्व इतना हावी था कि हर निर्णय और नीति उनके हित में केंद्रित थी, जिसे "लैंड फॉर जॉब्स" का घोटाले ने उजागर किया।
