民國66年為配合政府工業安全政策，研究防止鍋爐災害，維護社會安寧，由吳建群等31人，以吳建群為發起人代表聯名發起籌組「台灣省鍋爐安全協會」。同年八月召開發起人會議，出席發起人計23人，會中選出張英南等11人為籌備委員，並推舉張英南為籌備會主任委員，隨即召開第一次籌備會議。協會成立於民國66/9/30並召開第1屆第1次會員大會，並推選張英南先生為本會第1屆理事長。同年本會「會務通訊」月刊創刊，於台北縣舉辦第一期乙級鍋爐操作人員訓練。
